Abstract: We must properly deal with the problem of the relation between the localization and globalization of cyber
ethics•On the one hand the researches on cyber ethics should be based on the especial conditions of China and absorb
the quintessence from the Chinese traditional ethics so that it can influence the psychology of the ordinary people•On
the other hand, owing to the supraregion of networks , we should obtain a common understanding of cyber ethics in
global communication in networks and develop a series of basic norms of cyber ethics suited to all people fromdifferent
countries•
