Research on Loss of Communication Network Operation Accidents

Abstract: Communication network operation accidents such as network service interruption bring great losses to individual users, enterprises, and the whole society, and indirect losses are far greater than direct losses. However, current standards and regulations mainly focus on calculating direct losses, while they are not applicable for assessing the losses caused by communication network operation accidents. Through literature analysis, case studies, and questionnaire surveys, the diverse losses inflicted on telecom operators and customers by such accidents are analyzed. A loss calculation model based on GDP, industrial structure, and network dependency of related industries is proposed, and simulation calculations are also conducted. Scientific loss analysis and calculation help telecom operators fully understand the accident losses and support regulatory bodies in performing lawful supervision.
