Abstract: Since China’s entering the WTO, confronting more and more strong competitors, China Post faces enormous pressure and severe challenges. Many local branches of China Post have to throw themselves into fierce market competition. Based on the establishment of structural model, this thesis takes Xi’an Post Bureau as an example, and by the methods of Boolean operations and reachable matrix, it gets corresponding structural matrix and the Interpretive Structural Modeling (ISM) of local postal enterprises’ competitive power. In the end, the thesis analyzes the factors influencing local postal enterprises’ competitive power and points out that corporation culture is the key factor. This thesis offers theoretical foundation for a better performance of local postal enterprises in competition.
