By reviewing the history, origin, concept, classification and public characteristics of information sovereignty, the differences between the information sovereignty, as power in the rule of law, and the traditional sovereignty are analyzed When the information sovereignty is attacked by the information hegemony, the legal definition of the information sovereignty helps to clarify the roles of the country, the non-state entity and citizen, which has profound theoretical and practical significance
