Abstract: The article points out that telecommunication industry in our country historically has been treated as public utilities and has,therefore,enjoyed the protection of “natural monopoly”.But with the advent of new technologies,administrative stuff in industrial countries have recognized the necessity of opening telecommunication markets.Therefore,the author suggests that our government should maximize the benefits of the national economy by improving the environments for networks,controlling the prices and regulating frquncy allocation while our telecommunication industry is going on the road toward market economy
