Abstract: The lag of disaster management informatization construction is one of the important reason to restrict China’s ability of disaster prevention and resilience, and Japan’s related experience is worth studying uses for reference. The Municipal Disaster Management Radio Communication Network is not only one of the basic components of Japan’s disaster management communication system, but also the information infrastructure for disaster prevention and resilience of the grass-roots government in Japan. It introduces the system architecture of the Municipal Disaster Management Radio Communication Network, analysis its functions and system components, discusses the disaster information management flow, and elaborates system’s main feature and the uses. At the end, it puts forward five aspects lessons according to China’s reality.
