Abstract: This article outlines the current situation of the US cable industry/paid video programming industry and some of the significant issues and challenges it faces, looks ahead at the future of the video marketplace, presents a strategic vision of the video/broadband marketplace of the future, and returns to the present to suggest policies and specific legislative and regulatory actions that will help us move toward an open, non-discriminatory ubiquitous broadband network in the shortest practicable amount of time
