Abstract: The study on penalty measurement has presented new development directions and features in China; Most scholars focused summarized researches on academic conferences and some academic papers, whereas little attention has been drawn to the study on feature localization through bibliometrics By selecting the corresponding data from CNKI social sciences vol1 with the assistance of visualized analysis software, CiteSpace, data statistics, coword clustering analysis and strategic diagram analysis are utilized to analyze those works on penalty measurement from domestic scholars, and institutions as well as their inbetween cooperative relationships in the past twenty years and make specific researches on the status quo, hotspots and development direction of this issue, thereby furthering its research characteristics and development trend Consequently, 9 topics such as ′penalty measurement benchmarks′ ′penalty measurement facts and evidence rules′ etc are placed on the front burner
