Abstract:

 As a new form of public areas, network community plays an active role in enhancing the transparency of government management and public policy and increasing citizen participation level In order to better develop the positive function of network community, with examples and based on a review of development process of the network community, the developing trend is summarized in the context of the three elements which forms the network community Focusing on the political function of network community, this paper analyzes the management and guidance problems from the guiding ideology, management means and management subject It also gives the suggestions on strengthening management from the perspective of role switching
