Quantitative Analysis of Chinas New Type of Research Institutes Policies—Based on “Policy Tools-Innovation Value Chain”

Abstract:  41 policies related to new type of research institutes promulgated by the central government since 2016 are studied. Based on the dimensions of policy tools and the value chain of technological innovation, a policy analysis framework for new type of research institutes has been established. The content analysis method is used to quantitatively analyze the relevant policies of Chinas existing new type of research institutes. The study shows that there is a certain degree of inconsistency in the use of policy tools in the policies of Chinas new type of research institutes. Environmental policy tools are not fully used, demand-based policy tools are rarely used, and supply-based policy tools are used too frequently; attention is paid to the basic research stage, and policy support for technology incubation and industrialization stages is insufficient. On the whole, more attention is paid to the supply side and the basic stage. It is recommended to improve the top-level design of new type of research institutes, control the intensity of the use of policy tools and optimize the application structure of policy tools to support the development of Chinas new type of research institutes.
