Abstract:  Focusing on the unbalanced development of innovation input in various regions of China, in order to find key factors of regional innovation input, a regional innovation investment evaluation system for 31 provinces in China has been established, based on 7 dimensions: government fiscal and tax input, market size, openness level, traffic volume, information technology level, Internet level and human capital. csQCA is used to analyze the influencing factors of regional innovation input. The research shows that the government fiscal and tax input, Internet level and human capital are necessary factors affecting the regional innovation input, and meanwhile, regional market size, openness level and information technology level are not the necessary factors but have a promoting effect to some extent. Local governments should pay special attention to the changes of government fiscal and tax input, Internet level and human capital, and create good atmosphere for the development of regional innovation strategies.
