Abstract:

In China, the goal of corporate restructuring project, which is very different from other projects, is to obtain the approval of government and the related registrations Assuming other project factors are under control, whether the project goal can be achieved or not depends on government The paper analyzes how government, as the external factor for corporate restructuring project, creates uncertainties for project solution, making the project goal unpredictable It concludes that the main reasons for these are the lacking of maturity on laws and regulations and the competition among local governments Effective communication with government can mitigate the uncertainties With regard to effective communication with government, key points are discussed on applying the existing tools and methods in corporate restructuring project Finally, a successful corporate split-off case has been presented in supporting the paper’s view
