Abstract: By analyzing the impact mechanism of government participation and balance and interaction of dual innovation on high-quality economic development, a model among government participation, dual innovation and high-quality economic development is constructed, and the relevant data of 31 provinces (cities, autonomous regions) in mainland China from 2001 to 2018 is used to analyze how to promote high-quality economic development through dual innovation after Chinas economy has entered a new norm. The following conclusions are drawn: on the whole, both balance and interaction of dual innovation can promote high-quality economic development, and government participation plays a positive role in the process of dual balance promoting high-quality economic development. The regional samples show that there are differences between the East and the West. On this basis, suggestions are put forward to promote the high-quality economic development.
