Through the analysis of three dimensions: economic growth rate, GDP per capita and economic structure reform, this paper claims that China’s economy has already reached the early-middle period development stage of industrialization, and are stepping into the middle stage If informatization can be divided into preparation period, development period and maturity period, the level of informatization of China has still been in the preparation period, owing to the disparity in the information resource sharing, population quality and technological innovation Having criticized the rigid thinking pattern of “limitless expansion of industrialized process”, this paper proposes “two wheels and one way” mode to realize the second modernization, that is, “transforming traditional industry by using informatization production mode, developing modern services by using informatization organization mode, and taking a new road to industrialization based on the information productivity” Only by narrowing the distance of China’s industrialization and informatization from developed countries, can China reach the goal of the second modernization in the middle of 21st century

This paper analyzes the role of government in local firms’ independent core technology development in China in the era of globalization and China’s joining the WTO The conclusion is that the development of local Chinese firms’ independent core technology would be very difficult without the help of the government The paper has two important contributions: (1) the discussion of the role of government is based on new theoretical analysis of the process of local firms’ independent core technology development, and (2) arguing that financial support from the government is of secondary importance compared with the influence of government on local firms’ pressure, confidence, and motivation in developing independent core technology The findings will have great significance on further strengthening the function of the government in independent core technology development, the research and recognition of the relationship among government, market and corporations

In order to decrease the asymmetry of the consumer to consumer e-commerce market, reflect the sellers’ integrity level and improve the customers’ confidence, most e-commerce sites have established credit evaluation system But could the present credit evaluation system accurately reflect sellers’ credit distribution and structure? In this paper, through modeling analysis and deductive analysis, we think that with the expansion of the market scale, the present credit evaluation is no longer adaptive to the development of e-commerce market, and credit rating cannot reflect the sellers’ credit status but more reflect the contingency factors and the length of the business history It also makes the unfair competition between old and new sellers and encourages the sellers to adopt dishonest behavior such as credit hype Finally, this paper proposes a dynamic evaluation model based on favorable evaluation rate and credit scores

According to the multi-layer structural feature of mobile network, Slacks-based Measure (SBM) Model of Data Envelopment Analysis (DEA) technique is applied to build the efficiency measurement to evaluate the integrated utilization of mobile network, and then, based on the industrial dataset of 31 provinces in China during 2003-2010, mobile network efficiency and utilization of each network capacity are evaluated, and efficiency growth is also evaluated by using the Malmquist index; next, all these indexes’ differences among the eastern, western and central regions in economic view and the northern and southern regions in operational view are investigated; the results reveal that, the loss of efficiency is mainly caused by the low utilization of the base station and SMS switch, and the huge network investment distributed to eastern provinces and 10 northern provinces after the launch of 3G is another significant cause for the loss of efficiency in relevant regions; hence, the government is required to intensively carry out the different regional co-construction and sharing policy in the era of large-scale construction of 3G network

Having considered the central government’s revenue of the shared taxes in China’s financial system, this paper conducts a research on the relationship between the tax burden and the economic growth in Fujian province by using the Theil index to empirically analyze the tax burden and the economic growth in Fujian province based on the local GDP data and tax revenues since the year of 1994. The results show that the tax burden in Fujian province is rising and the small and medium calibers of the tax burden are still within the affordable range of the economic growth and their negative impacts are comparatively small. However, there are obvious imbalances in the regional structure of the tax burden and the economic growth. The regional economic restructuring shall be relied on to harmonize the imbalances.
