Abstract:

Though it is widely recognized that the main challenge of the political and economic reform are capture and corruption, but so far, little attention has been paid to identifying, analyzing and measuring these questions, and distinguishing the differences of causes and consequences between them The universality and harmfulness of corruption and capture require us to recognize the necessity of their inherent complementation and mutual penetration, and accurately identify, analyze and measure their differences This paper takes the relationship between the government and the individual as a starting point to re-define capture and corruption as the basis of the comparative analysis, explores the differences between capture and corruption in cause, mode, outcome and treatment strategies, and then proposes useful suggestion to prevent the capture and corruption for our country by combining China’s present situation in the transitional period
