Outsourcing or Non-outsourcing: Exploration of Influencing Path of High-quality Environmental Services—Qualitative Comparative Analysis Based on 26 Cleaning Cases

Abstract: In the context of ecological civilization, the quality of environmental services is mutually influenced by various factors including outsourcing. Combing the existing literature, it is found that previous studies only analyzed the effects of outsourcing and other single factors on the quality of public services. Qualitative comparative analysis (QCA) is used, and environmental service quality is taken as the result variable. On the basis of introducing cost and cycle variables, outsourcing, organization level, public satisfaction, GDP and starting time are added as condition variables. It is found that outsourcing is not a sufficient condition for the quality of environmental services, nor is it a necessary condition. In economically developed areas, environmental service outsourcing, public satisfaction and short-term cycle can promote high-quality services; low-level organizations that adopt non-outsourcing for small-scale services can achieve quality optimization; the earlier the start of large-scale environmental service projects, the higher the service quality can be achieved. Therefore, it is necessary to efficiently outsource environmental services based on peoples needs in economically developed areas, improve the service supply capacity and professional level of the government in primary level, and further improve the policy environment.
