Abstract: Rural revitalization is an important strategy for revitalizing the countryside and resolving the difficulties in rural development in the new era. Rural primary-level party organizations are the basic power of rural development. At present, in the process of building rural primary-level party organizations in China, there are still problems at the institutional level, the functional level, the cohesive level, and the level of keeping up with the times. It is necessary to further improve the responsibilities of rural primary-level party organizations, optimize the relationship between rural primary-level party organizations and peasants, and further rationally and effectively use new media tools to serve the primary-level party organizations. On this basis, it is proposed that the construction and development of rural primary-level party organizations should be based on the theory of governance, adhere to the way of multi-subject cooperation and management, give full play to the strength of party organizations, party members and the masses; guided by innovative ideas and value identification, and enhanced by means of interests. The cohesion of primary-level party organizations guides the economic and social development of rural areas.
