Text Quantification Study of Central and Local Policies Promoting China’s Blockchain Development—PMC Analysis Based on Path-Tool-Evaluation Framework

Abstract: Blockchain policies are an important help to ensure the high-quality development of blockchain industry and create new advantages in the development of digital economy. Based on the 20 typical industrial policies on blockchain issued by the central government and the local governments in China from 2016 to 2022, a policy “path-instrument-evaluation” analysis framework has been constructed to analyze the texts of China’s blockchain policies, and the text analysis method and PMC(policy modeling consistency) policy index model have been adopted to make quantitative evaluation on blockchain industrial policies. The results show that China’s blockchain policies mainly focus on seven aspects, namely policy objectives, key layout, policy environment, talent support, technical support, cooperation mode and financial guarantee, to promote the development of blockchain technology, and there is still much room for improvement and optimization of blockchain policies in various regions. The results are intended to provide guidance for the formulation and optimization of blockchain policies and to improve the effectiveness of blockchain policy implementation in China.
