Governance Innovation of Public Data Authorized Operation: Diversified Data Intermediaries

Abstract:  With the gradual clarification of the top-level design for the utilization of public data, attention has been shifted to underdeveloped public data resources, which has accelerated the exploration of public data authorized operation models. However, there is currently no standardized model in the early stage of development of public data authorized operation. Data islands, security risks, and high operational costs also limit the release of public data value to some extent. In contrast, diversified and flexible data intermediaries can play different roles in public data operation. They can break data monopolies in different regions and industries through public data trusts, reduce data circulation costs among regions and departments through data marketplaces, and enhance data trust through public data cooperatives in order to ensure public data authorized operation for public welfare. The application of diversified data intermediaries in the practice of public data authorized operation is of great significance to improvement of the operation model, activation of public data resources, and promotion of the development of  digital economy.
