摘要: 本文基于熵权TOPSIS法,从宏观经济、人才创新、市场化进程、法治建设、对外开放五个维度构建了营商环境评价体系,对我国30个省份的营商环境各子系统水平及综合水平进行了测度评分。测度结果显示,我国营商环境水平呈现出明显的“东高、中平、西低”的空间分布格局,对于不同的测度子系统而言,不同省份的发展水平各有不同。这为各省市找准差距、补足短板,进一步优化营商环境提供了政策依据。

Abstract: Based on entropy TOPSIS method, the evaluation system of business environment is constructed from five dimensions: macro-economy, talent innovation, marketization process, legal construction and opening up to the world, and then the level of each subsystem and comprehensive level of business environment of 30 provinces of China are measured and scored The results show that the level of business environment in China presents an obvious spatial distribution pattern of “high in the east, medium in the middle and low in the west”; for different measurement subsystems, the development level varies in different provinces This provides a policy basis for each province to find out the gap, make up for shortcomings, and optimize the business environment in the future
