高铁发展、人力资本与区域经济差距

High-speed Railway Development, Human Capital and Regional Economic Gap

摘要: 将高铁、人力资本和区域经济差距纳入同一个研究框架,收集2005—2020年长江经济带108个地级市的面板数据,构建区域经济差距指标体系,以高铁经停频次来量化高铁发展程度,运用固定效应模型实证研究高铁发展对区域经济差距的影响。研究发现:(1)高铁发展对整体区域的经济差距、产出差距、收入差距、生活质量差距均有明显的缩小作用;(2)中介效应分析显示,高铁发展可以提升沿线地区的人力资本水平,进而影响区域间经济差距;(3)高铁发展对不同地区的差距缩减效应不同,对较为落后的中西部地区差距缩减效应更加明显。因此,合理布局我国高速铁路网络,结合各地政府的人才政策,破除人才流动壁垒,对长江经济带均衡发展具有现实意义。

Abstract: The report of the 19th CPC National Congress pointed out that high-quality development required properly handling the relationship between balanced and unbalanced regional development. At present, the key to narrowing the gap among regions lies in the balanced layout of transportation infrastructure and human capital. High-speed railway, human capital and regional economic gap are included in the same research framework in this research, and through the collection of panel data of 108 prefecture-level cities in the Yangtze River Economic Belt from 2005 to 2020, the index system of regional economic gap is constructed. The frequency of stopovers is adopted to quantify the developing degree of high-speed railway, and the fixed effect model is used to empirically research the influence of high-speed railway development on regional economic gap. The findings are as follows: (1) The development of high-speed railway can significantly narrow the gaps of economy, output, income and life quality in the whole region. (2) The mediating effect analysis shows that high-speed railway development can improve the level of human capital, and then affect the regional economic balance. (3) The reducing effects of high-speed railway development on different regions are different, and the effect is more obvious in the central and western regions with low economic development level. Therefore, it is of practical significance for the balanced development of the Yangtze River Economic Belt to rationally allocate China’s high-speed railway network and break down barriers to the flow of talents in combination with local government talent policies.
