    XIE Yongjiang, YANG Yongxing
Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2022, 24 (5): 18-25.   DOI: 10.19722/j.cnki.1008-7729.2022.0055
    Abstract1388)      PDF(pc) (910KB)(565)       Save
With the rapid development of big data and artificial intelligence technology, algorithms, as one of the core technologies of artificial intelligence are widely used in human society. While promoting the development of the industrial economy and facilitating human life, it also brings serious problems of algorithmic discrimination. Algorithmic discrimination not only infringes the legitimate rights and interests of specific entities, operators’ competitive interests, and people’s basic human rights at the direct level, but also deepens existing prejudice and aggravates the digital gap, which are not conducive to the long-term development of the artificial intelligence industry and need to be regulated urgently. By tracing the causes of algorithmic discrimination, it can be seen that algorithmic discrimination is the result of algorithm developers’ implicit bias embedded in algorithms, data deviation and algorithm black boxes. Algorithmic discrimination is a legal issue in the technical field. Based on referring to the extraterritorial mode, the regulation of algorithmic discrimination needs to adopt multiple means such as law, technology and social norms to achieve the coordinated effect of algorithmic discrimination governance.

Basic Legal Theory and Institutional Structure of Fintech Ethical Regulation
    TANG Shiya, ZHANG Weiyu
Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2022, 24 (6): 21-27.   DOI: 10.19722/j.cnki.1008-7729.2022.0104
    Abstract345)      PDF(pc) (851KB)(230)       Save
Fintech ethical regulation guides and constrains fintech entities to fulfill market obligations and engage in goodwill altruistic behavior through ethical standards and behavioral norms. As a paradigm of “soft regulation”, fintech ethical regulation has been confirmed at the regulatory level in the document of “Fintech Development Plan (2022—2025)”. Constrained by the data monopoly of fintech companies, the “algorithmic black box” of fintech, and the regulation of financial divisions, fintech has much ethical anomie in the fields of data regulation, algorithm regulation, and platform transaction regulation. In order to seek a reasonable balance between “ethics” and “legalization” of fintech ethical regulation and achieve institutionalized construction, a feasible solution is to build a compound fintech ethical governance system of “government + enterprise + industry self-regulatory organization + the public”, use the regulatory sandbox to conduct fintech ethical operation tests, establish ethical self-examination and evaluation of fintech enterprises, and promote the transformation of fintech bottom-line ethical rules into legal rules.

    Abstract191)      PDF(pc) (843KB)(213)       Save
Under the operation of capital logic, western modernity spreads magnificently around the world. On the one hand, it brings great development of productive forces, and on the other hand, it also contains its own problems that are difficult to be solved. The times call for a new scheme of modernity so as to provide a new choice for exploring different cultures and road patterns of modernity. The proposal of a community with a shared future for mankind opens the possibility of discourse of pluralistic modernity and achieves discourse transcendence over western modernity. This idea breaks through the western linear narrative mode of time, surpasses western traditional values, bids farewell to the thinking logic of “a strong country is bound to hegemony”. It has set the course for reforming the global governance system, leading pluralistic modernity and realizing good global governance. As a discourse practice of constructing a community with a shared future for mankind, the “Belt and Road Initiative” not only highlights China’s sense of responsibility and mission as a major country, but also vigorously promotes the formation of a diversified world pattern.

High-speed Railway Development, Human Capital and Regional Economic Gap
    ZHAO Hongzhong, GUO Xiaoying
Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2022, 24 (5): 69-79.   DOI: 10.19722/j.cnki.1008-7729.2022.0012
    Abstract197)      PDF(pc) (946KB)(149)       Save
The report of the 19th CPC National Congress pointed out that high-quality development required properly handling the relationship between balanced and unbalanced regional development. At present, the key to narrowing the gap among regions lies in the balanced layout of transportation infrastructure and human capital. High-speed railway, human capital and regional economic gap are included in the same research framework in this research, and through the collection of panel data of 108 prefecture-level cities in the Yangtze River Economic Belt from 2005 to 2020, the index system of regional economic gap is constructed. The frequency of stopovers is adopted to quantify the developing degree of high-speed railway, and the fixed effect model is used to empirically research the influence of high-speed railway development on regional economic gap. The findings are as follows: (1) The development of high-speed railway can significantly narrow the gaps of economy, output, income and life quality in the whole region. (2) The mediating effect analysis shows that high-speed railway development can improve the level of human capital, and then affect the regional economic balance. (3) The reducing effects of high-speed railway development on different regions are different, and the effect is more obvious in the central and western regions with low economic development level. Therefore, it is of practical significance for the balanced development of the Yangtze River Economic Belt to rationally allocate China’s high-speed railway network and break down barriers to the flow of talents in combination with local government talent policies.

    Abstract177)      PDF(pc) (944KB)(144)       Save
The probability series courses of Beijing University of Posts and Telecommunications are taken as examples, and how to optimize the teaching design of mathematics public basic courses for engineering students is discussed, so as to better cooperate with the teaching reform and engineering education accreditation of relevant majors and to realize the goal of cultivating excellent engineering talents. A new idea, called modularization of teaching content is proposed under the mode of “One Body with Two Wings”. Here, “One Body” means the basic knowledge and skills of the course and “Two Wings” mean the application cases in engineering and the tools of mathematical research. Thus the teaching content can be flexibly adjusted according to students’ learning foundation and their needs in professional development. The reform achievements based on the above theoretical framework and the high consistency between “Engineering Education Accreditation” and “Ideological and Political Education in College” are also shown.
