Consolidating the sense of the Community for the Chinese Nation is the main line of the work on ethnic affairs in the new era. Many historical factors contributed to the formation of the sense of the Community for the Chinese Nation. The Han nationality as the main ethnic group in China played a leading role in the formation and development of the Community for the Chinese Nation. A strong central government provided political guarantees. The political idea of “unification of tianxia” was the cultural motivation. Resettlement and development comprised an important economic and social factor that laid the foundation for the formation and development of the Community for the Chinese Nation. Summarizing its historical factors is conducive to in-depth study and comprehension of General Secretary Xi Jinpings statements on consolidating the sense of the Community for the Chinese Nation, thereby improving the conscientiousness of Party members and officials as well as the masses of all ethnic groups to consolidate the sense of the Community for the Chinese Nation.

Empirical Research on Impact of Financial Literacy on Household Risk Assets Allocation#br#
    DU Wei-an, XIONG Tong
Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2021, 23 (2): 36-44.   DOI: 10.19722/j.cnki.1008-7729.2020.0277
    Abstract648)      PDF(pc) (986KB)(815)       Save
Using the data of China Household Financial Survey in 2017, the effect of financial literacy on household risk assets allocation is investigated from two aspects: primary financial literacy and advanced financial literacy. The primary financial literacy and the advanced financial literacy variables are constructed by factor analysis method, and then empirical research is made by constructing Probit and Tobit models. It is found that families with high financial literacy are more likely to participate in the financial market and increase their risky assets holding. After controlling endogeneity, the influence of primary financial literacy on household risk assets allocation is stronger than that of advanced financial literacy. The age of the householder, income level, social insurance and regional economic level can promote household risk assets investment, while householder risk aversion has the opposite effect. This paper believes that improving financial literacy of Chinese residents, especially primary financial literacy, is conducive to promoting the active and healthy development of the financial market and improving the financial well-being of residents. It is an indispensable link in the implementation of inclusive financial services.

Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2021, 23 (5): 19-30.   DOI: 10.19722/j.cnki.1008-7729.2021.0166
    Abstract1632)      PDF(pc) (1175KB)(520)       Save
At present, China has passed the first stage of the “three-step” strategy of artificial intelligence. Entering the high-end link of the global value chain is the main task in the next stage. Accelerating the development of artificial intelligence has reached a consensus not only in China but also in other countries. This study adopts the method of quantitative content analysis of policy literature, and takes 34 national policies closely related to the artificial intelligence industry issued from 2012 to 2020 as the analysis basis. Based on the time when the State Council issued the Development Planning for a New Generation of Artificial Intelligence, two stages are divided to explore the use and distribution of policy tools at the national level and the application changes in the artificial intelligence industry chain. The results show that: (1) Since the promulgation of the Development Planning for a New Generation of Artificial Intelligence, the number of government documents and the frequency of using policy tools are higher than those in the previous stage. There are more and more joint documents issued by departments, and the policy theme develops from macro level to subtle level; (2) The use of policy tools in the two stages is less and less from supply type to environment type to demand type. Moreover, the frequency of the use of environment and demand-oriented policy tools decreased compared with the previous stage; (3) The policies of the two stages involve all levels of the artificial intelligence  industry chain, but the focus is shifted from the basic layer to the application layer. Finally, some policy suggestions are put forward for the above problems, hoping to provide thoughts and inspiration for the development of artificial intelligence industry in the next stage.

From the perspective of social presence, a mediated model is constructed to investigate the influence of user experience in virtual community of second-hand e-commerce platform on transaction intention of buyers and sellers through social presence, and the differences of this mechanism on buyers and sellers are emphasized. A total of 512 and 467 valid samples were collected separately from buyers and sellers and a partial least squares structural equation modeling (PLS-SEM) is used. The results show that in the user experience of the virtual community of second-hand e-commerce platform, information experience and social experience affect user trust through social presence, and then affect transaction intention. The effect of social experience on social presence of buyers and sellers is different, and the effect of trust on transaction intention is also different. In the second-hand e-commerce platform, users’ trust in the platform plays a major role in their transaction intention, while the trust in the transaction object has a little effect. This study enriches research theories of second-hand e-commerce, and is valuable in guiding the further development of second-hand e-commerce.

China’s Response to International Cyber Security Standardization Competition
    LIN Jing, CHEN Yiqing
Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2021, 23 (5): 1-9.   DOI: 10.19722/j.cnki.1008-7729.2021.0159
    Abstract3070)      PDF(pc) (831KB)(419)       Save
Standardization is an important means of global interconnection and cyberspace security governance. With the development of cyber security standardization at both domestic and international levels, the power to set international cyber security standards has gradually become the object of competition among countries. At present, China has incorporated “participation in international cyber security standardization” into its national strategy, and implemented the strategy of “government led cyber security standardization” to strengthen its competitiveness. However, China still faces obstacles in the process of competition: western developed countries occupy the dominant position in the formulation of cyber security standards, the international cyber security standardization mechanism excessively relies on expert governance, and our government excessively intervenes in “enterprise autonomy” in the process of standardization. In this regard, China’s future participation can take the measures including promoting the formation of the legal system of international cyber security standardization, expanding China’s influence on the formulation of international cyber security standards, and improving the incentive mechanism of China’s cyber security standardization.
