Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2021, 23 (5): 19-30.   DOI: 10.19722/j.cnki.1008-7729.2021.0166
    Abstract1895)      PDF(pc) (1175KB)(790)       Save
At present, China has passed the first stage of the “three-step” strategy of artificial intelligence. Entering the high-end link of the global value chain is the main task in the next stage. Accelerating the development of artificial intelligence has reached a consensus not only in China but also in other countries. This study adopts the method of quantitative content analysis of policy literature, and takes 34 national policies closely related to the artificial intelligence industry issued from 2012 to 2020 as the analysis basis. Based on the time when the State Council issued the Development Planning for a New Generation of Artificial Intelligence, two stages are divided to explore the use and distribution of policy tools at the national level and the application changes in the artificial intelligence industry chain. The results show that: (1) Since the promulgation of the Development Planning for a New Generation of Artificial Intelligence, the number of government documents and the frequency of using policy tools are higher than those in the previous stage. There are more and more joint documents issued by departments, and the policy theme develops from macro level to subtle level; (2) The use of policy tools in the two stages is less and less from supply type to environment type to demand type. Moreover, the frequency of the use of environment and demand-oriented policy tools decreased compared with the previous stage; (3) The policies of the two stages involve all levels of the artificial intelligence  industry chain, but the focus is shifted from the basic layer to the application layer. Finally, some policy suggestions are put forward for the above problems, hoping to provide thoughts and inspiration for the development of artificial intelligence industry in the next stage.

Algorithmic Discrimination and Its Governance in Era of Artificial Intelligence
    XIE Yongjiang, YANG Yongxing
Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2022, 24 (5): 18-25.   DOI: 10.19722/j.cnki.1008-7729.2022.0055
    Abstract1501)      PDF(pc) (910KB)(670)       Save
With the rapid development of big data and artificial intelligence technology, algorithms, as one of the core technologies of artificial intelligence are widely used in human society. While promoting the development of the industrial economy and facilitating human life, it also brings serious problems of algorithmic discrimination. Algorithmic discrimination not only infringes the legitimate rights and interests of specific entities, operators’ competitive interests, and people’s basic human rights at the direct level, but also deepens existing prejudice and aggravates the digital gap, which are not conducive to the long-term development of the artificial intelligence industry and need to be regulated urgently. By tracing the causes of algorithmic discrimination, it can be seen that algorithmic discrimination is the result of algorithm developers’ implicit bias embedded in algorithms, data deviation and algorithm black boxes. Algorithmic discrimination is a legal issue in the technical field. Based on referring to the extraterritorial mode, the regulation of algorithmic discrimination needs to adopt multiple means such as law, technology and social norms to achieve the coordinated effect of algorithmic discrimination governance.

In order to promote the high-quality development of China’s economy, the impact of digital finance on the high-quality economic development is theoretically analyzed based on the perspective of financial functions, and the 2011—2018 provincial panel data is used to empirically test the hypotheses of the theoretical analysis. The empirical results show that digital finance can promote high-quality economic development by improving financial availability and resource allocation efficiency. In the heterogeneity test, it is found that targeted digital financial supervision can enhance the promotion effect; in addition, the promotion effect will be affected by regional heterogeneity. The promotion effect in the central region is greater than that in the west, and the least is the east. Therefore, in order to promote the high-quality development of China’s economy, it is necessary to strengthen targeted financial supervision and prevent systemic financial risks while accelerating the development of digital finance.

Employees’ trust in leaders in work places is receiving extensive attention from scholars and managers. Although some studies have found the positive relationship between leader trustworthiness and employees’ voice behavior, few studies have explored the mechanism of leader trustworthiness on employees’ voice behavior. Based on the theory of social information processing, how leader trustworthiness, employees’ fear and narcissism affect employees’ voice behavior is explored. 184 paired samples of leaders-employees were collected by questionnaire. The results show that employees’ narcissism negatively moderates the relationship between leader trustworthiness and employees’ fear of the authority; employees’ fear of the authority negatively affects employees’ voice behavior; narcissism negatively moderates the mediating effect of fear of the authority between leader trustworthiness and employees’ voice behavior. This study not only reveals the boundary conditions for the positive impact of leader trustworthiness on employees’ voice behavior, but also discusses the mechanism of leader trustworthiness and narcissism on employees’ voice behavior from the perspective of employees’ fear.
