Low-carbon City Pilot Policy and Enterprises’ Attention to Digital Transformation—A Quasi-experimental Study Based on Listed Manufacturing Enterprises in China
    WANG Yanyu, CHEN Yihan
Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2024, 26 (1): 31-47.   DOI: 10.19722/j.cnki.1008-7729.2023.0075
    Abstract128)            Save
The CPC Central Committee’s decision to reach peak carbon emissions before 2030 and achieve carbon neutrality before 2060 not only concerns a community with a shared future for mankind, but also, to some extent, adjusts the developing mode of China’s economy in the future. In the process of the great rejuvenation of the Chinese nation, low-carbon economy and digital economy are integrated, and low-carbon transformation and digital transformation complement each other. Therefore, the low-carbon city pilot policy from 2010 is taken as a “quasi-natural experiment”. Based on the micro-data of listed manufacturing enterprises from 2008 to 2020, the multi-time point DID (difference in differences) model is used to explore the influence of the policy on enterprises’ attention to digital transformation and its mechanism. The research shows that the low-carbon city pilot policy significantly improves enterprises’ attention to digital transformation; Enterprises located in pilot low-carbon cities pay 8.5% more attention to digital transformation than those not located in pilot low-carbon cities. This policy increases the attention of enterprises’ digital transformation through two mechanisms: risk at the enterprise level and enterprise output. In the heterogeneity analysis, the influence of this policy on the attention to enterprises’ digital transformation is significantly different among enterprises with different ownership and different ages. This paper provides an important empirical test for China’s listed manufacturing industry that should increase its attention to enterprises’ digital transformation in the low-carbon transformation, provides further research on the digital effect of policy effects, and lays a solid foundation for research on the cross-prospect of low-carbon and digitalization in the future.

    HUANG Zhuzhi
Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2024, 26 (1): 66-75.   DOI: 10.19722/j.cnki.1008-7729.2023.0149
    Abstract103)            Save
After National Press and Publication Administration began to supervise online games, although the department implemented the first administrative punishment for violating the anti-addiction management regulation in 2021, the gap of online games supervision has not been completely filled. From the perspective of the impact of games on survival, entertainment and capital, cyber-human and their cyber behaviors have been completely digitized, and cyber-human’s body and mind have completely left the digital game, only becoming a symbol of capital value added. Although the “Internet Information Service Algorithm Recommendations Management Regulations” has defined “inducing users to indulge in games and over-consume” to a certain extent, the effect of regulation is not obvious. The regulations also face the argument of cyber-human’s free will to choose indulgence, and the difficulty in balancing the huge social value with personal value of online games. The overall regulation has become a trend, so it is advisable to establish a standard for Internet addiction disorder based on the laws, in order to lay a foundation for declaring tort liability for online addiction, and to actively establish a public interest litigation mechanism, improve algorithm administrative ability and detail the supervision models for algorithm.

Web crawler is an emerging Internet technology used to automatically search and crawl the specified network information according to the order, but there is a risk of being abused. Web crawler is a tool of crawling network copyright data information, and copyright infringement by web crawling behaviors happens frequently. At present, regulations for copyright infringement by web crawling behaviors are always found in civil laws and criminal laws, while administrative regulations are ignored. Current administrative regulations for copyright infringement by web crawling behaviors have problems that they rely too much on judicial means, and lack norms and online supervision made by administrative organizations. All these hinder the application and development of administrative regulations for copyright infringement by web crawling behaviors. In this regard, administrative means should be used to restrain copyright infringement by web crawling behaviors and protect the legal interests of copyright owners through building a full-coverage warning system, improving the copyright management, and setting up self-regulatory obligations for web crawler users, etc.

Journal of Beijing University of Posts and Telecommunications(Social Sciences Edition)    2024, 26 (1): 125-136.   DOI: 10.19722/j.cnki.1008-7729.2023.0107
    Abstract354)            Save
The rapid development of artificial intelligence has promoted the intellectualization in the field of education, and research on the construction of subject knowledge system by using knowledge graphs has emerged. The knowledge system constructed by knowledge graphs can model the correlation among knowledge points and form the course knowledge context, which is helpful for learners to memorize and understand knowledge in a deep level. However, the teaching resources of subject courses are diverse and scattered, and the existing automatic construction methods often use a single data resource with low resource utilization rate, which is difficult to provide guidance for the construction of professional knowledge systems. Moreover, low degree of automation and high cost need different modules to process the unstructured texts and generate the graphs, so reproducibility and portability are weak. Therefore, an optimization process of subject knowledge graph construction is proposed based on the large language model, which highly integrates the advantages of the large language model and the logical correlation of knowledge in various subjects. Specifically, taking the major of communication as an example, the powerful function of a large language model such as ChatGPT is used to design a knowledge system through subject knowledge analysis by using a variety of knowledge sources, so as to automatically extract knowledge entities and knowledge relations based on teaching resources to form a final subject knowledge system, which can also be introduced to other subject fields.

Sample data from companies listed on Shenzhen Stock Exchange from 2014 to 2020 are used to empirically examine the impact of retail shareholders’ participation in governance on corporate financialization. The research finds that active participation of retail shareholders in corporate governance significantly suppresses the level of corporate financialization. This effect is more prominent in samples with a more comprehensive external institutional environment, higher level of internal control, and high equity checks and balances. Mechanism tests show that retail shareholders realize the suppression of corporate financialization by reducing managerial agency costs, curbing major shareholders’ tunneling behaviors, and enhancing corporate information transparency. This study provides theoretical support and empirical evidence for policy formulation on improving internal and external protection systems for retail shareholders, expanding their participation channels in governance, and playing their active roles.
